Pena was born in 1943 in Laredo, Texas, into a family of Mexican and Yaqui ancestry. His art is rooted in that dual heritage: the visual language of the Southwest, the Chicano Movement, and a deep engagement with indigenous identity. In the 1970s, as civil rights struggles and cultural reclamation movements reshaped the U.S.-Mexico borderlands, Pena shifted from teaching to full-time artistry — and his work became a defining voice of that era.
